The Queen had planned not to get any more dogs after Vulcan, her dorgi – a dachshund-corgi cross – passed away last year. She was left with just one dorgi called Candy.
A source said: "The Queen was left with only one dog at the end of last year. She had made the decision not to get any more because she didn't think it fair at her age."
"But it would be unthinkable for her not to have any. It's like the Tower of London not having any ravens. The new puppies are adorable."

The second dog, Muick, pronounced Mick, is a pure-bred corgi and named after Loch Muick, a favorite spot for the Royals during their summer holiday.
When the news of the new dogs came out, Royal biographer Penny Junor said: "Her corgis are hugely important to her."
"They have over the years been closer to her than any human being. The corgis are intensely loyal and loving and they have never let her down."
And people were very worried about her wellbeing...
Fergus had been purchased by Prince Andrew to help his mother cope with the grieving process.
But sources confirmed Fergus passed away in May, just a month after she lost her husband.
A source told The Sun: "The Queen is absolutely devastated.
"The puppies were brought in to cheer her up during a very difficult period."
"Everyone concerned is upset as this comes so soon after she lost her husband."
And now, if that wasn't bad enough, the queen has suffered yet another heartache...
Last night it was revealed that Prince Andrew was being sued by Virginia Roberts, who was allegedly sexually assaulted by the prince.
Roberts accused Prince Andrew of battery and emotional distress in the lawsuit.
It claims that Roberts was forced by Jeffery Epstein to have sex with Prince Andrew 3 times.
It was filed in New York under a child abuse law as Roberts was underage at the time.
In a statement to ABC News, Roberts said: "I am holding Prince Andrew accountable for what he did to me.

Denying that he had any contact with Virginia Roberts.
Prince Andrew has always denied any wrongdoing and claimed he has never even met Roberts...
Saying back in 2019: "It didn't happen. I can absolutely categorically tell you it never happened. I have no recollection of ever meeting this lady, none whatsoever," he told BBC Newsnight.
